Just like Mardi Gras and jazz music, volunteerism has a rich tradition in the City of New Orleans. The Volunteers in Government of Responsibility (VIGOR) program first began in the 1970s under Mayor Moon Landrieu. A group of community leaders and City employees were among the founding members of VIGOR, and throughout the 1970s, 80s, and 90s, VIGOR was regularly honored and recognized as a successful model of utilizing constituent volunteers in city government. At its peak, over 1,000 volunteers were actively involved in City government. When Hurricane Katrina struck in August 2005, the necessary reductions in the City workforce included the VIGOR Coordinator. In 2007, however, a partnership with Tulane University’s Center for Public Service, AmeriCorps, and the Mayor’s Office of Public Advocacy was established in order to bring a VIGOR Coordinator back into the fold. Today, VIGOR continues to expand and find new opportunities for constituents to volunteer with City government. Volunteers are currently serving in a number of departments and offices on a regular basis. Volunteers also are asked to step in and help coordinate special events or to aid in the evacuation process in the event of a hurricane.
