Tulane University, one of the nation’s most prestigious research universities and the largest employer in New Orleans, is taking a leadership role in the process of transforming K-12 public education in the city. Now more than ever, we need public schools that can develop a generation of young leaders to rebuild the neighborhoods, culture and spirit of New Orleans.
The Cowen Institute, which opened its doors in March 2007, is an action-oriented think tank that informs and advances solutions – through policies, programs, and partnerships – to eliminate the challenges impeding the success of K-12 education in New Orleans and beyond. Our work is focused in the following areas: Applied Research, Public Policy, University-Based Initiatives, and College Readiness Programs.
By leveraging Tulane’s human, intellectual, political, financial, and social capital, we are pioneering a new role for major research universities to interact with K-12 public education systems in their respective communities.
Division Mission Statements
- Applied Research We seek to inform and influence the process of improving K?12 public education in New Orleans with high quality information and applied research, particularly in the areas of school performance, accountability, operations (finance, human capital, and facilities), and governance. We draft briefings and conduct forums that inform policymakers, educators, administrators, media, and the general community on issues impacting public education in New Orleans. Identifies, develops, and shares best practices and research on what makes public schools and school systems successful; measures the performance of public schools and enables school accountability by tracking school performance; and chronicles the transformation of public education in New Orleans through the production of the annual State of Public Education in New Orleans Report.
- College Readiness The overall goal of our college readiness program, AdvanceNOLA, is simple: to provide students in public high schools in the city with the tools needed to succeed in college. This
program offers professional development for principals, teachers, and counselors; textbooks and lab equipment for college?level courses; incentives for both students and teachers; and resources, including tutoring, assistance with college applications, and college visits to help students prepare for and be successful at the college of their choice.
- Public Policy We frame the issues impeding the success of the public education in New Orleans and develop and advance research?based policy and legislative solutions. Develops a research-based educational policy agenda founded on the key elements of high-performing school districts; informs leaders in local, state and federal government to promote the interests of public schools; and advances education policy that is founded on best practice-based research and community input.
- University-Based Initiatives Tulane University is committed to attracting the brightest minds at the University and in New Orleans to serve as change agents in the revolutionary movement to transform the city’s public schools. By involving faculty, students, alumni, and staff in a variety of partnerships, the Cowen Institute is engaging the Tulane community in public education more than it has in the University’s history. Through the Jones Scholars Internship Program (for graduate students), service learning education internship program, on-campus events, discussions, and lectures, and connecting the education community with Tulane resources and experts we are seeking to engage and inform the Tulane community about opportunities for involvement and issues and concerns in K-12 public education.
