Strategic Planning - Creating Tulane's Future 1998-2005


In 1998 under the leadership of President Scott Cowen Tulane University initiated a comprehensive strategic planning process in support of a "Renaissance of Thought and Action." As part of the planning process to chart its course into the future, Tulane prepared several institution-wide reports and assessments, including the following background materials:

  • Mission Statement: A reaffirmation of Tulane's desire to remain a university devoted to the creation, dissemination and preservation of knowledge.
  • Vision Statement and Core Values: A declaration of who we are as an institution, what we value and who we hope to be.
  • Environmental Scan: An external analysis of trends in society and higher education to provide a context for planning.
  • Competitive Analysis: A comparison of Tulane with nine other private institutions to benchmark the university's performance and quality in key areas.
  • SWOT Analysis: An analysis of Tulane's strengths, weaknesses, opportunities and threats.

Each of the 11 schools and colleges prepared similar assessments of their individual units. The assessment work was followed by strategic development activities. Six strategic planning theme committees were formed to look at the areas of the undergraduate experience, graduate programs, research funding, community building, new educational possibilities, as well as "crazy" new ideas. Preliminary capital campaign plans based on university-wide and unit plans were developed.A university-wide strategic plan, "Creating Tulane's Future," including a five-year "Strategic Action Plan" was drafted in 1999. The plan was reviewed with key constituents, and completed and approved by the University Senate in November 1999.
