H. Dale Galloway
Mr.
H. Dale Galloway is the Director of the Space and Naval Warfare Systems Command
Information Technology Center (SPAWARINFOTECHCEN) in New Orleans, Louisiana. The
mission of the SPAWARINFOTECHCEN is to improve the Department of Defense
readiness and operational capability by delivering effective, enterprise-wide,
integrated information management and information technology solutions and life
support that reduces the cost of supported functions.
The SPAWARINFOTECHCEN is the technical and programmatic support command for the Program Executive Office for Information Technology (PEO(IT)). It serves as the development, integration, and in-service agent for designated initiatives and legacy systems/programs with a special focus upon Information Technology-based enterprise-wide business solutions. The SPAWARINFOTECHCEN provides the people, processes, skills, tools, facilities, and equipment necessary to support programs, projects, and other enterprise requirements managed by Commander, Space and Naval Warfare Systems Command (COMSPAWARSYSCOM).
Mr. Galloway was formerly the Chief of Staff for the Systems Executive Officer for Manpower and Personnel (SEO/MP). The SEO/MP staff provided both the Navy and the Department of Defense (DoD) with manpower, personnel, training, and compensation support for the Total Force Navy. SEO/MP administered oversight of the acquisition program management of manpower and personnel and other assigned programs for the Naval Reserve Force, Department of the Navy, and designated DoD Information Systems. The SEO/MP staff also developed overall information management and information technology architectures and strategies for its DoD customer base. Responsibilities of this office also included oversight of acquisition operations, coordination among programs, and monitoring of technical and non-technical resource support.
Mr. Galloway, a native of Covington, Louisiana, is a graduate of Loyola University in New Orleans and holds a Bachelor of Science degree in Computer Science. He has more than 25 years of experience in information technology management. Fifteen of these years have been directly with the Navy and DoD.
Mr. Galloway's assignments have included being a Technical Director with the Naval Reserve Information Systems Office; the Deputy Director, Naval Reserve Information Systems Office; Director, Financial Systems for the Commander, Naval Reserve Force; Director, Acceptance Test and Recovery, Navy Regional Data Automation Center (NARDAC); Director, Systems Engineering, NARDAC; Director, Data Management, NARDAC; and Senior Teleprocessing Analyst and Senior Systems Analyst, Naval Oceanographic Office.
In private industry, he was a Senior Programming Analyst, a Senior Software Analyst, and a Telecommunications Analyst.

One of Louisiana’s current, strong growth areas is information technology. Some of the most dramatic local growth has been at the Navy Information Technology Center. Similar growth is expected at the National Finance Center over the next several years. The panelists will discuss these success stories and the lessons learned.
