Gordon C. Austin
Mr.
Austin is currently the Chief
of Environmental Affairs for
the Sewerage & Water Board
of New Orleans (S&WB). His
office is responsible for all
environmental matters for the
S&WB. The Environmental
Affairs Division (EAD) insures
that the S&WB is compliant
with all state, federal and
local environmental regulations
as they pertain to the S&WB.
The EAD is also responsible
for enforcing local water quality
regulations within Orleans Parish
and the City of New Orleans.
Mr.
Austin has been with the S&WB
for over 26 years. Prior to
becoming Chief of the EAD he
served as the S&WB Stormwater
Program Manager and the Pretreatment
Program Coordinator.
He
received his B.S. degree from
Southeastern Louisiana University
in Hammond, La. He is currently
a member of the American Water
Works Association, the Water
Environment Federation, the
American Public Works Association
and the Southeast Section of
the Louisiana Conference on
Water, Wastewater and Industrial
Waste.
Prior
to joining the S&WB, Mr.
Austin served with the U.S.
Army Medical Corps in Vietnam
and Cambodia.

:
Over
the past few years, there have
been concerns related to the
processing of biosolids for
beneficial use. Material in
this paper will be incorporate
information recently released
in the National Academy of Sciences
study on EPA's 503 regulations.
This paper will elucidate these
concerns with respect to pathogens,
odors, vector attraction, metals
and organics. This discussion
will cover the various biosolids
process schemes and the resulting
perceived risks related to South
Louisiana.
