            Paul Bishop, Ph.D. 
            
             Paul 
              Bishop is the Herman Schneider 
              Professor of Environmental Engineering 
              at the University of Cincinnati. 
              Dr. Bishop received a B.S. in 
              civil engineering from Northeastern 
              University and an M.S. and Ph.D. 
              in environmental engineering 
              from Purdue University. He spent 
              16 years in the Department of 
              Civil Engineering at the University 
              of New Hampshire, and for the 
              past 12 years has been in the 
              Department of Civil and Environmental 
              Engineering at the University 
              of Cincinnati. Dr. Bishop's 
              specialties are pollution prevention, 
              biological waste treatment, 
              and hazardous waste management. 
              He is the author or co-author 
              two books and more than 200 
              technical papers.

              Prevention: A Win-Win Solution

            It 
              has been twelve years since 
              the Pollution Prevention Act 
              was passed by Congress. Since 
              then, much progress has been 
              made in achieving the goals 
              of the Act. Today, many companies 
              espouse the principles of pollution 
              prevention and routinely use 
              them as a just another requirement 
              of doing business. They have 
              found that, as the 3M Corporation 
              said, "Pollution Prevention 
              Pays." However, many other 
              companies are still resisting 
              putting into place good pollution 
              prevention practices. This presentation 
              will discuss where we have come 
              from, where we are now, and 
              what still can be done to minimize 
              waste generation by industry. 
              Case studies will be used to 
              describe the benefits, and also 
              the costs, of instituting effective
