              Summary :

            Act
508 of the 1992 Regular Legislative
              Session crested the Louisiana
              Airport Authority for the specific
purpose of securing a site and
              constructing a state-of-the-art,
              International Intermodal Transportation
Center for the State of Louisiana.

            The
              Louisiana International Intermodal
              Transportation Center (LIITC)
              envisioned by the Louisiana
              Airport Authority (LAA) is a
              very large, multi-modal facility
              designed primarily to meet the
              transportation and distribution
              requirements of our new economy.
It will be designed, built and
              operated through a public/private
              partnership.
            Speed
              and competition are hallmarks
              of the new economy. Customers
              are demanding fast, reliable
              and low cost transportation
              for goods purchased over the
              Internet, business is looking
for new ways to drive down inventory
              and transportation costs, and
              the growth of e-commerce is
              stimulating global sourcing
              and international trade. To
              meet these new demands, firms
              are developing a new generation
              of large distribution centers
              that feature highly efficient
              material handling systems and
              offer access to time-definite
              air, truck and rail intermodal
              services, including waterborne
              commodities.
            The
              LIITC is designed to provide
              a Greenfield location to meet
              emerging distribution and industrial
              development that is likely to
occur on site. These new needs
              cannot be met by redeveloping
              or expanding any existing facilities
in Louisiana. If the LIITC is
              not built, Louisiana businesses
and residents will have to rely
              on out-of-state facilities to
              meet many of their distribution
              and intermodal transportation
              needs. Louisiana needs to develop
              the LIITC to participate fully
in the future growth of intermodal
              freight transportation and Internet-related
              distribution activities.
            The
              primary objective of the LIITC
              is to accommodate new water,
              air and surface freight traffic
that is being generated by the
              rapid growth in e-commerce and
by other changes in the distribution
              and logistics industries that
              are increasing the demand for
              time-definite transportation
              services.
