J. Randy Hanchey, PE
Randy Hanchey currently serves as the Deputy Secretary for the Louisiana Department of Natural Resources (DNR). He has served in the position since 2004. As the department's second-in-command, he also serves as the Secretary's executive designee. He works closely with the state's legislative body as well as with other state agency administrators. Mr. Hanchey also serves as the Director of an inter-agency planning team which is developing a coast-wide Master Plan for an integrated hurricane protection and coastal restoration program.
Mr. Hanchey worked in the previous DNR administration as the Assistant Secretary for the Office of Coastal Restoration and Management (OCRM), where he brought a wealth of experience from his career in the engineering and planning fields. The OCRM is responsible for planning, engineering, construction, operations and management of a number of programs that address the critical problems of marsh and wetland losses in the Louisiana Coastal Zone; including the Federal/State Coastal Wetlands Planning, Protection and Restoration Act, the Coastal Impact Assistance Program and state projects funded from the Louisiana Coastal Wetlands Trust Fund.
Mr. Hanchey retired from the U.S. Army Corps of Engineers in January 1998. Mr. Hanchey was a member of the Federal Senior Executive Service and served in a number of high level positions with the Corps; including Director of Engineering and Technical Services with the Mississippi Valley Division in Vicksburg, Mississippi, the Director of the Water Resource Support Center and the Director of the Institute for Water Resources in Washington, D.C. Hanchey was born in Louisiana, received his undergraduate degree in Civil Engineering from the University of Southwestern Louisiana, a Masters Degree in Civil Engineering from Tulane University and completed two years of advanced studies at Stanford University.
