Meigs's Plan
In the morning, Meigs received the go-ahead to draft plans to reinforce Fort Pickens. Assisted by General Scott's military secretary, Meigs completed his proposal and took it to Lincoln's office by mid-afternoon.
Lincoln approved the arrangements and had Scott informed that the President wished "this thing done, and not to let it fail . . . ." Scott added only a few details, and the project was "definitely adopted."
